Answer nine questions about your character and this will tell you the most likely reasons it is not appearing in a build overview, ranked by how confident that reasoning is.

Build overviews are not a directory of everyone playing. They are generated from the official ladder, and the ladder is a window onto the top of the game rather than a record of it. Below the edge of that window, characters are not hidden or filtered — they are simply never returned by the data, so no tracker anywhere can show them.
That single fact explains most cases, and it is worth seeing the actual numbers rather than taking it on trust.
Both figures come from Grinding Gear Games' own developer documentation. They are not a tracker's choice, and no third-party tool can work around them.
This is the answer roughly four times out of five, and it is not a fault with anything. Rank is decided by experience relative to everyone else, which means it moves without you doing anything: a character that was inside the window on Tuesday can be outside it by Friday simply because other people kept levelling.
There is no level number that guarantees inclusion. Late in a league, characters in the high nineties sit outside the cap in Path of Exile. Early in a fresh league, considerably lower levels are inside it. The only reliable check is the official ladder itself.
Account privacy settings control whether your characters and their gear are visible to anything outside the game. With them switched off, the data never becomes public, and a tracker has nothing to read regardless of your rank.
This one is worth checking first because it is binary and it is easy to have changed years ago and forgotten. It lives in your privacy settings on the official site.
Every league has its own ladder and its own overview. Standard, the current challenge league, their hardcore variants and the solo self-found versions are all separate datasets, and the selector defaults to whatever the tracker considers current rather than wherever your character actually lives.
Sampling runs on a cycle. A character created an hour ago, renamed this morning, or moved between leagues yesterday may be perfectly eligible and still absent, because the snapshot that would include it has not been taken yet. Renames are the most confusing version of this, since the character exists under a name the tracker has not seen.
The one nobody expects. The ladder reports what a character has equipped, and it cannot always work out which of several skills is the one you consider your main. A weapon swap set, a trigger setup or an aura-heavy build can all get attributed to the wrong skill.
Search unfiltered before concluding anything is missing. A surprising number of "missing" characters are sitting in plain view under a skill their owner would never have thought to filter for.
Because doing that properly would mean asking you for account details, and there is no version of that trade which is good for you. A page that offers to log into your account to solve a mild inconvenience is a page you should close, whoever is running it.
Everything the checker above needs, you already know. The reasoning it applies is not secret or technical — it is the same sequence anyone familiar with ladder sampling would walk through, arranged so you do not have to remember the order. What it gives you is a ranked shortlist, not an answer, and it is labelled that way throughout.
Check the official ladder directly. If your character is on it and still absent from a build overview after a day, that is a genuine gap worth reporting to whoever maintains the tracker — and it is one of the few situations where the problem really is on their side rather than yours.
